## Summary

**Prohibits sexual relationships between Members, Delegates, or Resident Commissioners and House employees.** The bill would allow two narrow exceptions: a marriage between the two people and an Ethics Committee waiver when the employee is not supervised by the Member and is not staff of a committee the Member serves on. - Members, Delegates, and Resident Commissioners would need to make confidential disclosures when seeking an exemption. Exemptions are limited to situations where the employee is not under the member's supervision and is not a committee staffer. - House employees would be generally off-limits for sexual relationships with Members, except in the two specified exceptions. - The Committee on Ethics would have 60 days to issue rules for confidential submission and review of exemption requests. Those rules must set conflict-of-interest standards, authorize actions to protect House integrity, require confidential disclosure by the Member, and require prompt notice of material changes to any granted exemption.
