He served on the Anaheim City Council from 1974 to 1978 and as Mayor from 1978 to 1982, helping bring the Los Angeles Rams to Orange County and promoting police-community trust. He later served as a California state senator and was appointed to the U.S. Senate in 1991, where he supported special education, women’s rights, environmental protection, affordable housing, and helped pass the Intermodal Surface Transportation Efficiency Act of 1991, which secured billions in funding for California.
