## Summary

**Fast-tracks consideration of H.R. 1834 by waiving most points of order and setting tight debate limits.** It treats as adopted a substitute printed in the Congressional Record at least one day before consideration when that substitute is submitted by the ranking minority member. If multiple such substitutes are filed only the last one is treated as adopted. The bill, as amended, is considered as read and not subject to points of order. Debate is limited to one hour split evenly between the majority and minority leaders and one motion to recommit is allowed. Clause 1(c) of House Rule XIX and clause 8 of House Rule XX do not apply. The Clerk must transmit to the Senate a message that the House has passed H.R. 1834 no later than one calendar day after passage.
