**Removes California's special vehicle-emission waivers under the Clean Air Act.** If enacted, the bill would also bar states from adopting emissions standards for many nonroad engines and locomotives. - California and other state or local governments: Would lose the authority to adopt or enforce state-specific standards for new motor vehicles and for nonroad engines used in construction, farming, and locomotives. - Vehicle and engine manufacturers: Would no longer face California-specific new motor vehicle emission standards or the statutory pathway that tied federal programs to California standards. - EPA and waiver applicants: If enacted, previously issued waivers would be void and any waiver applications pending before the EPA Administrator would be deemed denied.
