**Creates a narrowly tailored safe harbor for information service providers (ISPs).** It would let web-based scheduling and provider-info platforms accept payments from health care providers while banning steering, misrepresentation, targeted marketing, and improper sharing of consumer contact information. - Patients and families would get clearer, objective provider listings and easier self-scheduling on web platforms, with required disclosures and limits on targeted outreach. - Health care providers and suppliers would be permitted to pay ISPs for specified services if compensation is written, set at fair market value, and not tied to downstream billable services. - Information service providers would be defined as web-based platforms and must use objective participation criteria, avoid giving medical advice or arranging transportation, and disclose financial arrangements to consumers. - The Secretary of Health and Human Services would be able to impose additional conditions, and these arrangements would operate within the existing Anti-Kickback framework.
