## Summary

**Creates a minimum tax basis for casualty losses of uncut timber**. The bill would set appraisal rules to value lost timber and require reforestation within five years to keep the deduction. - Timber owners and forest businesses — Owners in an active trade of cutting and selling timber would use the appraised pre-loss value minus salvage value to compute a casualty-loss deduction. Only timber held for cutting and sale that is not a passive activity qualifies. - Owners without a timely appraisal — Taxpayers may file an estimated pre-loss timber value with their return and later amend once a certified appraisal is done within 1 year, adjusting taxable income by the difference. - Appraisers and compliance — Appraisals must meet the Uniform Standards of Professional Appraisal Practice and be performed by a Federal or State certified appraiser. The Secretary could recapture the deduction if the taxpayer fails to reforest with hardwoods, softwoods, or both within 5 years.
