**A four-year compliance recertification cycle for state transportation asset management** would replace annual checks and pair compliance reviews with the recertification schedule. It also creates a formal cure process with a minimum 90-day pause on penalties when states fall short. - States would submit supporting information with recertification every four years. The state may request extensions and the stay continues during any approved extension. - Administration would operate a two-track rule where compliant states follow the four-year recertification cadence and noncompliant states remain in interim noncompliance until the Secretary determines they are back in compliance.
