## Summary

**Adds new low-population PILT payment tiers.** This bill changes the Payments in Lieu of Taxes formula to set per-person payment limits in 1,000-person steps for counties with 1,000 to 50,000 residents and lowers the low-population cutoff from 4,999 to 999. - Small counties and rural communities will have payment caps set by a new per-person schedule. Rates run roughly from $325.7 at the 1,000-person tier down to $95.6 at the 50,000-person tier. - County finance officials must use the revised 1,000-increment table instead of the prior broader table when calculating PILT limits, changing how local payment caps are computed.

## Provisions PRIA read

- Higher PILT limits for small counties: benefit, medium. If enacted, this bill would change PILT payments for counties with 1,000 to 50,000 people. It would lower two statutory population cutoffs so the per-population table applies starting at 1,000. The bill would replace the old table with a new per-person rate for every 1,000-resident increment from 1…
