## Summary

**Energy-informed home appraisals** — this bill would require lenders in five federal mortgage programs to offer borrowers an energy report option and ensure appraisers consider energy efficiency and renewable features when valuing homes. - Borrowers would get an energy disclosure with standard loan papers, can request a free portable energy report, and lenders must provide that report to appraisers with the borrower’s consent starting March 1, 2026. Appraiser consideration may raise, lower, or not change the appraised value and may not be used alone to reject an appraisal or loan. - Qualified appraisers would have to consider efficiency characteristics, renewable features, estimated energy savings, and energy use compared to similar homes after completing 7 or more hours of approved continuing education. - Creditors would have to use the appraised value from a qualified appraiser and update underwriting and verification systems to handle appraisals that include energy reports. Federal housing agencies must issue joint guidance and establish a stakeholder advisory committee to advise on implementation.
