## Summary

**130-day cap on Special Government Employees**. This bill would limit SGE service to 130 days in any 365-day period and require reclassification under civil service rules with appeal rights when that limit is exceeded. It would also create a public, searchable SGE Database and make financial disclosure reports for covered SGEs available online with narrow exemptions. - Individuals who serve as SGEs: An SGE would cease to be an SGE after 130 days of service in any 365-day window. If the threshold is exceeded, the employing authority must decide the person’s new civil service classification within 30 days and allow appeals. - Executive agencies: Agencies would have to notify the Director of the Office of Personnel Management within 30 days of appointments, conversions, terminations, or other personnel actions for covered SGEs and keep data current. The bill requires a searchable, accessible SGE Database to be established within 210 days after enactment and audited periodically. - Public and congressional oversight: The public would get a searchable database listing name, title, basic pay, employing agency and component, and appointment and termination dates for covered SGEs. Financial disclosure reports filed by covered SGEs would be publicly posted, with exemptions for certain filings and national defense information.
