**End federal funding for entities that perform or facilitate abortions.** This bill would bar federal funds to any entity that performs abortions, provides referrals for abortions, or gives money to groups that perform abortions. It includes narrow exceptions for pregnancies resulting from rape or incest and for cases where a physician certifies the pregnancy would threaten the woman's life. - Health providers and clinics: would be ineligible for federal funds if they perform abortions, refer patients for abortions, or fund other abortion providers. - Affiliates and networks: subsidiaries, successors, and related clinics of such entities would also lose access to federal funding. - People seeking care: abortions would remain allowed under the bill only for rape or incest and when a physician certifies the pregnancy risks the woman’s life. - Federal statutes and timing: the prohibition would apply to federal laws enacted after the bill’s effective date unless those laws explicitly exempt the rule. The provision would take effect 60 days after enactment. - Appropriations interaction: the bill says it does not alter any abortion-related limits already set in appropriations laws.
