## Summary

**Creates commemorative $5 gold and $1 silver coins for the 25th anniversary of the September 11, 2001 attacks and directs surcharges to the National September 11 Memorial and Museum.** The bill sets coin specifications, design rules, sale terms, and a one-year issuance window beginning January 1, 2027. - National September 11 Memorial and Museum: Would receive surcharges of $35 per $5 gold coin and $10 per $1 silver coin to support operations and maintenance. Payments would be subject to audit. - Collectors and the public: Would be able to buy coins struck in proof and uncirculated qualities, with mintages capped at 50,000 gold coins and 400,000 silver coins. Sales may include bulk and prepaid orders at reasonable discounts. - U.S. Mint and federal operations: Would require recovery of all minting and issuance costs before any surcharges are disbursed and would, to the greatest extent possible, have coins struck at the West Point Mint. The Secretary may limit commemorative coin programs to two in any calendar year. *It would require the Secretary to ensure the program causes no net cost to the federal government.*
