## Summary

**Would interdict fentanyl and other synthetic drugs from entering federal prisons through the mail.** It would require the Bureau of Prisons Director to evaluate and deploy mail-scanning technology and operational rules to protect inmates and staff from synthetic-opioid exposure. - Inmates and legal counsel: Inmates would receive a digital copy of mail within 24 hours and the original physical copy within 30 days if it is free of synthetic drugs. The bill requires a verified process for legal mail that preserves attorney-client privilege. - Bureau operations and implementation: The Director would evaluate interdiction equipment and scanning services within 180 days and then submit a full strategy within 90 days after that evaluation that aims for 100 percent mail scanning capacity. Full implementation is required within 3 years after the strategy is submitted and is subject to appropriations. - Budget, technology, and oversight: The strategy must identify necessary IT and scanning equipment and include a budget proposal for fiscal years 2025 through 2027. The Director must annually report to the House and Senate Judiciary Committees on the strategy’s efficiency and the amounts of synthetic drugs and opioids detected, and must oversee any contractor providing scanning services.
