## Summary

**Centralized disclosure of foreign gifts and contracts** would replace current HEA section 117 rules with a new Disclosure Report regime and require the Department of Education to share those reports with the FBI Director and the Director of National Intelligence. - Colleges and universities would have to file a Disclosure Report when owned or controlled by a foreign source or when they receive foreign gifts or contracts that meet the bill's thresholds: $250,000 aggregated per calendar year for sources not tied to a covered nation and any value for sources associated with a covered nation. - Foreign donors and contracting entities tied to covered nations would trigger immediate reporting at any value, while other foreign sources would trigger reporting only after their annual giving or contracts reach $250,000. - The Secretary of Education would have to transmit each disclosure, document, or record to the FBI Director and the DNI Director within 10 days of receipt and would have to send any reports or records the Department already holds and any records generated in compliance investigations within 90 days of enactment.
