## Summary

**Creates a centralized Department of Defense Office of Quantum Capabilities and Competition to coordinate and lead DoD quantum research, development, application, and policy.** It would also require classified reports to Congress comparing U.S. and adversary quantum capabilities and laying out short- and long-term pathways to compete. - DoD leaders would get a single Office to lead all quantum work, required to be established or designated within 180 days and including a Quantum Coordination Office for National Security to liaise with other U.S. entities. - Federal agencies and program managers would have a formal coordination and deconfliction channel for quantum science, technology, and research to align national security efforts across sensing, computing, and communications. - Congress and oversight committees would receive classified national security quantum capability and competition reports within one year and at least every three years after, with the initial report including a classified annex on quantum communications and plans to close capability gaps.
