## Summary

**This bill would create tough new accountability for misuse of U.S. foreign assistance by imposing disciplinary and financial penalties on people and groups that knowingly break rules.** It focuses on job bans, repayment of misused funds, and a clear enforcement role for the Secretary of State. - Federal employees would face three penalties if they knowingly violate the covered rules: termination, a ban on future federal employment, and repayment equal to the funds illegally used. - Grantees, subgrantees, contractors, or other recipients would be barred from receiving Federal funds after a finding of violation by the Secretary of State. - The Secretary of State would make the final determinations on violations and penalties, subject only to review by a federal court. The Secretary must report to Congress within 60 days about each final determination and those decisions are subject to the Congressional Review Act.
