## Summary

**Expands access to college credits through dual enrollment and early college high schools.** This bill would create a new competitive grant program to help high school students earn postsecondary credits by funding partnerships between local school districts and colleges. - Students and families: High school students could earn transferable college credits while in public high school. Grants may pay tuition, fees, books, and required materials so students do not pay for college courses and can cover transportation with a 20 percent cap on those funds. - Colleges and K‑12 partners: Eligible institutions would apply with local educational agencies to run programs. Grants would fund activities for up to 5 years and can be renewed when independent evaluations show positive outcomes. Priority would go to programs serving low‑income families, rural schools, and first‑generation college students. - Accountability and learning: Each recipient must conduct an independent evaluation of rigor and credit transfer and report results to the Secretary. The Secretary would summarize those findings for Congress starting 3 years after enactment and every 2 years after.
