## Summary

**Transparency and security in sister city partnerships.** This bill would require the Comptroller General to study U.S. sister city agreements with foreign communities in countries that scored 45 or less on Transparency International's 2019 Corruption Perceptions Index and report on partner selection, activities, economic and educational outcomes, public disclosures, and risks like espionage and visa misuse. - U.S. communities would face scrutiny of their partner selection, contracts, public disclosures, and recommended transparency practices. - Schools and cultural exchange programs would be reviewed for impacts on freedom of expression and for foreign nationals' access to local institutions. - Congress would receive the Comptroller General's findings and recommendations within 9 months, and the report may include a classified annex if needed.
