## Summary

**Blocks U.S. investment in Chinese defense and surveillance companies.** This bill would bar U.S. persons from buying, selling, or supporting trades in publicly traded securities of Chinese entities tied to the defense and surveillance sectors and would broaden Treasury sanctions tools. - Individual investors: U.S. citizens, lawful permanent residents, and U.S.-organized entities would be prohibited from purchasing or selling covered publicly traded securities, including derivatives. The ban would also target transactions meant to evade the restriction and conspiracies to violate it. - Brokers and financial firms: Firms would be barred from executing, supporting, or servicing prohibited trades and would need to change compliance and transaction monitoring to avoid facilitation or evasion. - Treasury and sanctions regime: The Treasury would have 180 days to expand the Non-Specially Designated Nationals Chinese Military-Industrial Complex Companies List to add entities that support the Chinese military-industrial complex, their owners, successors, and financial-service providers. The bill would require sanctions imposed under one statute or order to apply under other relevant statutes and orders unless waived by the President, who must give at least 20 days' notice and report to Congress on waivers and terminations.
