**Would require the Department of Defense to buy and use information and communications technology products only from original equipment manufacturers or their authorized resellers.** It would create a narrow waiver process for mission or research needs, require procurement guidance and annual reporting on waivers, and would take effect 1 year after enactment. - DoD acquisition teams would face a ban on procuring or using covered ICT from non-OEM or non-authorized resellers except under a documented waiver. Waivers must justify the need, list security mitigations, and include a plan to avoid future waivers. - Original equipment manufacturers and authorized resellers would gain procurement preference and a new pathway as DoD must issue guidance to help other sellers become authorized resellers. - Third-party resellers, aftermarket suppliers, and entities under foreign adversary influence would generally be excluded from DoD purchases unless a waiver applies. The law would require an unclassified report to Congress within 1 year and annual reports for 6 years on waivers and steps to reach compliance.
