## Summary

**Prevents federal agencies from contracting with companies that impose policies or practices that discriminate against the firearm and ammunition industry.** It would require contractors and many subcontractors to certify they have no discriminatory policies and would allow contract termination and debarment for violations. - Prime contractors would have to certify they do not maintain or will adopt policies that discriminate against firearm entities or firearm trade associations. Violating that certification could lead to contract termination for default and suspension or debarment. - Prime contractors would be barred from awarding a first-tier subcontract worth more than 10 percent of the prime contract to any entity that fails to certify, and from structuring tiers to evade the 10 percent limit. - Firearm and ammunition businesses and trade associations would be defined specifically and shielded from contract-based discrimination. Definitions include licensed importers, manufacturers, dealers, ammunition sellers, and makers or sellers of safety devices, parts, or accessories. - Executive agencies would be required to include the certification clause in each procurement contract for goods or services, with a sole-source contract exception.
