## Summary

**Would create a Title X Clinic Fund to expand and sustain federal support for family planning clinics and authorize multi-year funding for grants and clinic infrastructure.** The bill would set new rules for how funds are awarded and require nondirective pregnancy counseling at funded clinics. - Clinics: New funding would support day-to-day Title X grants and contracts and pay for construction, renovation, and equipment to strengthen clinic sites. - Patients: Clinics that get money must offer nondirective pregnancy counseling and present three options after a positive pregnancy test: prenatal care and delivery; infant care, foster care, and adoption; and pregnancy termination. Neutral information and referrals must be provided on request. - Community providers: Recipients could not block an entity from participating in a subaward program for any reason other than that entity’s inability to provide Title X services, which aims to keep subawards open to eligible providers. *Would authorize appropriations including $512 million for Title X grants and $50 million for clinic infrastructure for fiscal years 2026–2035, increasing federal outlays by those amounts.*
