## Summary

**Blocks long-term retail agreements with companies controlled by designated foreign nations on U.S. military installations unless cleared by security review or a Defense waiver.** It would force rapid reviews of existing contracts and possible terminations when national security risks are found. - Service members and installations: Would remove or limit retailers on covered bases that are controlled by a covered nation, but the Secretary can waive a ban if the goods are vital for welfare and morale and no reasonable alternatives exist. - Covered retailers: Would have to notify the Department within 30 days about ties to covered nations, face a CFIUS investigation, and get a CFIUS determination within 180 days. Retailers cleared must make annual ownership disclosures and can lose a concession for misrepresentation. - Department of Defense and CFIUS: Would delegate national security review to the Committee on Foreign Investment in the United States. The Secretary can grant waivers with required written reports to the Armed Services Committees within 30 days after each waiver.
