## Summary

**Prohibits oil and gas leasing off New England's coast.** This bill would bar the Secretary of the Interior from issuing any lease for the exploration, development, or production of oil or natural gas in Outer Continental Shelf areas off Maine, New Hampshire, Massachusetts, Rhode Island, and Connecticut. - State and local authorities in the five named states would have their adjacent federal offshore areas closed to new oil and gas leasing. - Oil and gas companies would be unable to obtain any new leases for exploration, development, or production in those specified OCS areas. - The prohibition would override other leasing authorities and laws for those areas and it includes no phase-in, sunset, funding, or enforcement provisions.
