## Summary

**Creates a 28% credit to issuers of American infrastructure bonds.** This bill would establish a new federal tax credit that pays issuers 28% of the interest on qualifying bonds on each interest payment date, with payments made to the issuer or a payor acting for the issuer. - Issuers: Would be able to elect the credit and receive cash payments equal to 28% of interest on each payment date. Bonds must not be private activity bonds and the issuer’s election is irrevocable. - Investors and tax filings: Interest on these bonds would be includible in federal gross income. For federal arbitrage rules the bond’s yield would be reduced by the credit when calculating yield, with limited exceptions for certain reserve funds. - State governments: Unless a state opts otherwise after enactment, states would treat the bond interest and the credit as exempt from state income tax. - Administration and budget mechanics: The Treasury would pay credits contemporaneously, may issue implementing rules, and payments would be adjusted if reduced by sequestration using a statutory recovery factor.
