## Summary

**Permanently bans offshore oil and gas leasing in four Atlantic planning areas.** The bill would amend the Outer Continental Shelf Lands Act to bar the Secretary from issuing any lease or authorization for exploration, development, or production of oil, natural gas, or other minerals in the North Atlantic, Mid‑Atlantic, South Atlantic, and Straits of Florida planning areas, and it would override other laws to that extent.
