## Summary

**Accelerate major investments into the United States.** This bill would create the United States Investment Accelerator at the Department of Commerce to help fast-track projects worth more than $1 billion and reduce federal regulatory friction. - Investors: Would help domestic and foreign investors navigate U.S. Government regulatory processes, reduce regulatory burdens where allowed, and identify legal mechanisms and exceptions that can assist investment consistent with national security. - State governments: Would work with state governments in all 50 states to lower regulatory barriers and increase domestic and foreign investment locally. - Researchers and national labs: Would facilitate research collaborations with U.S. national laboratories to support large-scale projects. - Department operations and oversight: An Executive Director appointed by the Secretary of Commerce, coordinated with the Treasury Secretary and the President's economic policy adviser, would run the Accelerator. The Director could hire legal, transactional, operational, and support staff, oversee the CHIPS Program Office, operate subject to available appropriations, and must report to the Senate Commerce Committee and the House Energy and Commerce Committee within 1 year and annually thereafter.
