## Summary

**This bill would create a federal framework for _community accountability for repeatedly flooded areas_.** It sets rules for identifying communities with many repeat flood losses, requires local risk assessments and mitigation plans, and lets FEMA share claims data and apply sanctions when places do not make progress. - Families and households in affected towns would get public access to community plans and progress reports and would see targeted mitigation for repeatedly damaged homes and public facilities. Covered communities are those with at least 50 repetitive-loss structures, or 5 severe repetitive-loss structures, or a public or nonprofit facility that got multiple Stafford Act section 406 repairs in the last 10 years. - Local governments would have to map repeatedly damaged areas, assess ongoing risk with FEMA help, develop and implement community-specific mitigation plans, submit updates, and could face sanctions such as suspension or probation under the National Flood Insurance Program for insufficient progress. - FEMA would be required to provide claim address and date data on request, consider compliance when awarding federal assistance, issue implementing regulations within one year, and report to Congress starting six years after enactment and then at least every two years thereafter.
