## Summary

**Would limit U.S. funding of U.N.-assessed contributions to African Union-led peace operations in Somalia (AUSSOM).** It would tie those limits to strict conditions, oversight, and reporting while protecting humanitarian aid and narrow exceptions. - Would require the State Department to produce an independent assessment within 60 days and annually on the African Union's ability to meet U.N. Security Council Resolution 2719 criteria, plus a separate detailed report within 90 days and yearly that lists U.S. U.N. peacekeeping contributions and how funds under 2719 are used. - Would prohibit using U.S. funds for U.N. assessed contributions that implement Resolution 2719 for AUSSOM and set a policy goal that assessed contributions cover no more than 75% with 25% mobilized from the AU and other partners. It allows limited exceptions for voluntary U.S. contributions, funds expressly appropriated by Congress, U.N. Support Office in Somalia funding approved by the U.N. Security Council, humanitarian aid, and oversight or administrative costs. The U.S. Ambassador to the U.N. would be directed to oppose Security Council measures that authorize prohibited funding. - Would preserve humanitarian channels by allowing U.S. humanitarian assistance delivered through nongovernmental organizations or U.N. agencies operating independently of AUSSOM.

- Ban on U.S. UN funding for AUSSOM: cost, medium. If enacted, the bill would bar using U.S. assessed United Nations funds to implement Resolution 2719 in support of AUSSOM or any AU-led Somalia mission. It would also bar U.S. funds for Somalia programs directly tied to that mandate. Exceptions would allow UN Support Office in Somalia funding if th…
- Definitions and consultation rules for AU: mixed, low. If enacted, the bill would define key terms used in the Act, including 'AUSSOM' as the African Union Support and Stabilisation Mission in Somalia and 'Resolution 2719' as the UN Security Council resolution adopted December 21, 2023. It would also amend the United Nations Participation Act to explic…
- U.S. policy for AU mission funding: mixed, low. If enacted, the bill would set U.S. policy that UN-assessed funds should not exceed 75% of an African Union peace mission's annual budget under a 'one mission, one budget' approach. The bill would say the remaining 25% should be mobilized by the African Union and international extra-budgetary sourc…
