## Summary

**Creates national performance standards for trauma kits** purchased with Edward Byrne Memorial Justice Assistance Grant funds so kits can stop life-threatening bleeding. The bill would require kits bought with those grant funds to meet standards set by the Bureau of Justice Assistance and allow agencies to assemble compliant kits from approved components. - Law enforcement agencies and grant recipients would only be able to buy trauma kits with JAG funds if the kit meets BJA performance standards. Agencies may still buy parts separately and assemble kits so long as the final kit complies. - The Director of the Bureau of Justice Assistance would have 180 days after enactment to publish performance standards and optional best practices. The Director must consult trauma surgeons, emergency responders, law enforcement organizations, labor representatives, and other stakeholders. - Minimum required components would include a tourniquet recommended by the Committee on Tactical Combat Casualty Care, a bleeding-control bandage, nonlatex gloves and a pen-type marker, blunt-ended scissors, approved instructional documents (for example Stop the Bleed, the American College of Surgeons Committee on Trauma, or the American Red Cross), a container, and any additional supplies approved by local or Tribal responders.
