## Summary

**Expand access to licensed child care in child care deserts.** This bill would create a competitive grant program at the Department of Health and Human Services to fund workforce training and to build, expand, or renovate licensed child care facilities in underserved areas. - Families: Targets areas where children under age 5 outnumber licensed slots by more than three-to-one or communities a State or Tribal entity designates as low supply. Grants aim to increase quality, affordability, and availability during nontraditional hours. - Child care workers: Workforce grants would pay for tuition, textbooks, curriculum, credentialing, and outreach to people without college degrees. Projects must describe how they will improve training completion, retention, and compensation. - States and Tribal entities: HHS would award competitive workforce or facility grants for up to 5 years and may fund construction, expansion, renovation, or loans to providers. The Federal share would cover 50 percent of project costs.
