## Summary

**This bill would create a secure, government-wide agricultural data program** to collect and analyze farm- and field-level information on conservation and production practices and their effects on yields, soil health, and ecosystem services. It aims to support evidence-based program design, measure ecosystem benefits, and give producers voluntary tools to improve productivity and environmental outcomes. - Farmers and ranchers: Would be able to voluntarily provide farm- and field-level data in machine-readable form and get internet-based technical tools within three years to see confidential, farm-specific results and general practice impacts. The Secretary may not compel participation and sale of identifiable producer data is prohibited. - Researchers and academic institutions: Would get controlled access to data through a Secure Agricultural Data Center for approved research. Published outputs must use aggregated or anonymized data and pass disclosure review to protect privacy. - USDA programs and policymakers: Would use linked data and analysis to improve program implementation, quantify ecosystem services, and report annually to relevant congressional committees starting one year after enactment. The initiative must operate using existing Department authorities and funds.
