## Summary

**Counter the People's Republic of China's overseas military basing** by requiring a coordinated U.S. strategy, an intelligence assessment, and an interagency task force to identify and block PRC base expansion. It would also require resource accounting, formal reporting to Congress, and regular reviews to track progress and adapt policy. - Requires the Secretary of State to lead a strategy that names at least five "chief-concern" locations and the Director of National Intelligence to produce an intelligence assessment, while listing involved agencies and estimating needed resources. One task force must form within 90 days of the strategy submission. - Forces formal oversight and accountability by sending strategy reports to specified congressional committees and by requiring reviews and updates every four years to measure effectiveness and adjust plans. - Directs concrete mitigation steps and proposes authoritative actions the United States and allies could use to stop or roll back PRC basing, and asks agencies to consider PRC use of commercial or scientific cooperation as a potential pretext for access.
