## Summary

**No U.S. recognition of Russian sovereignty over Crimea or any other forcibly seized Ukrainian territory.** This bill would codify that policy and bar federal departments and agencies from taking actions, extending nonhumanitarian assistance, or spending funds that imply recognition of those claims, including related airspace and territorial waters, unless the democratically elected Government of Ukraine formally recognizes the claim. It would not authorize funding, create new programs, or add enforcement mechanisms beyond the stated prohibition.
