## Summary

**Map and reduce risks in the U.S. supply chain for essential medicines.** This bill would create a federal Essential Medicines List (EML), require annual risk assessments of active pharmaceutical ingredients and finished drugs, and map supply-chain vulnerabilities using data analytics. - Patients and families: Aims to prioritize medicines tied to chemical, biological, radiological, or nuclear threats and chronic conditions to help prevent shortages. HHS must update the EML at least every two years and deliver the first update within 180 days. - Manufacturers and supply chains: Requires the Secretary to identify drugs that rely on foreign suppliers for more than 50 percent of production and to assess domestic manufacturing capacity and advanced manufacturing options. The bill directs creation of mitigation plans that may use authorities under the Defense Production Act. - Defense and security: Requires the Department of Defense to report every 180 days on DoD-purchased drugs that contain APIs, excipients, or finished products sourced from China. The Secretary must send annual risk assessment reports to Congress with a public version due within one year.
