## Summary

**Expands expedited removal and mandates detention for certain noncitizens.** This bill would give DHS authority to quickly remove and detain noncitizens who are tied to criminal gangs, designated foreign terrorist organizations, or convicted of specified crimes. It also defines "vulnerable groups" as children under 16, pregnant women, people with severe physical or mental disabilities, and people older than 65. - Noncitizens who are criminal gang members, members or supporters of a designated foreign terrorist organization, or convicted of the listed offenses would be subject to expedited removal and mandatory detention by the Department of Homeland Security. - The covered offenses include felonies and specific crimes such as assault on law enforcement, sexual offenses, domestic violence, stalking, crimes against children (including sex trafficking or sexual abuse of a minor), offenses involving sexual exploitation material, misdemeanors against members of vulnerable groups, and violations of protection orders. - Aliens removed under these rules would not be eligible for withholding of removal under the Immigration and Nationality Act, and the bill inserts a new Section 238A into the statute to codify these changes.
