## Summary

**Expedite patent examination for critical and emerging technologies.** This bill would create a USPTO pilot to fast-track patent applications covering AI, semiconductor design, or quantum information science so those inventions get quicker review. - Inventors and startups: Could receive faster patent decisions if their filing is an original, noncontinuing utility application and the inventor has not been named on more than four other covered pilot applications. - Federal agencies and national security: The USPTO may consult agencies like Defense, Justice, State, Treasury, and the Director of National Intelligence when running the pilot, and the program excludes applicants listed as "foreign entities of concern." - USPTO operations and transparency: The pilot would run until the earlier of five years or when 15,000 covered applications are accepted, require public posting of application and outcome counts, and mandate a final report to Judiciary Committees within 180 days after termination.
