Grants must describe credentials offered, faculty plans, and how programs align with local construction needs. - Workers and learners would benefit from programs that target incumbent residential construction workers, in-school youth, opportunity youth, veterans, rural residents, and underserved populations. Grant funds may support flexible schedules, scholarships, outreach, and post-program job placement support. - Local housing markets and employers would be part of applications through required partnerships with builders, developers, apprenticeship sponsors, and nonprofits. Applicants must explain how training will increase affordable housing supply and ensure fair wages and benefits. *Authorizes $20.0 million per year for FY2025–2029, and would increase federal spending if those amounts are appropriated.*
