## Summary

**Blocks FCC approval for satellite systems or earth stations controlled by entities on the FCC’s security list.** This bill would bar FCC licenses, U.S. market access, and earth-station authorizations for GEO and NGSO satellite systems and for individually or blanket-licensed earth stations when the controlling interest is held by a listed entity or an affiliate. - Satellite system operators would be ineligible for FCC licenses or petitions for U.S. market access if the licensee is owned or controlled by an entity on the FCC’s published list or by an affiliate of such an entity. - Owners of individually licensed earth stations, blanket-licensed earth stations, and gateway stations would be barred from authorizations when control ties them to a listed entity or an affiliate. - An "affiliate" is defined to include entities with at least 10% equity ownership or other forms of control, so minority stakes at or above 10% can trigger the prohibition. - The FCC would have to report on supply-chain security risks when equipment is designed, developed, manufactured, or assembled by listed entities and must issue implementing rules within one year of enactment; the ban applies to licenses, petitions, or authorizations granted on or after enactment.
