## Summary

**Expanded navigator duties** would be the bill's central change, paired with new grant rules and a dedicated funding stream. It would add State Medicaid and Children's Health Insurance Program coverage to navigator outreach, require plain‑language public education, allow year‑round and in‑person help, and set a $100 million annual obligation for federal exchanges starting in FY2026. - Families and consumers would see broader, clearer help. Navigators would need to cover State Medicaid and State Children's Health Insurance Program (CHIP) information, run plain‑language outreach, and be allowed to assist any time during the year and in person. - Community and consumer groups and navigators would face new selection rules. Exchanges would have to pick grantees based on demonstrated capacity to carry out the duties and must award at least one grant each year to a community and consumer‑focused nonprofit. Grant selection may not consider whether an applicant explains how it will provide information about group health plans that are not qualified health plans. - State and Federal exchanges would get separate funding rules. For Federal exchanges run by the Secretary the bill would obligate $100 million each fiscal year from insurer user fees beginning in fiscal year 2026, and those funds would remain available until expended.

## Provisions PRIA read

- More enrollment help in federal marketplaces: benefit, low. If enacted, you would be able to get more in-person help signing up for coverage in States where the federal government runs the marketplace. The Secretary would have to obligate $100 million from marketplace user fees for fiscal year 2026 and each subsequent year. That money would remain available…
