## Summary

**Expands noncompetitive procurement authority for Defense buys.** The bill would let the Department of Defense use market-research findings to award contracts without full competition when a supplier shows differentiated capabilities, faster delivery, or continuous improvements and it reorganizes the legal rules that govern those exceptions.
