## Summary

**Speeds DoD experimental buys into fielded gear.** The PRIME Act expands what counts as experimental procurement and creates a faster path for a combatant command to move a successful experiment into follow-on production without standard competitive procedures. - Combatant commands can test a much wider set of items — demonstrations, prototypes, products, supplies, parts, accessories, auxiliary services, and designs for defense-related articles — and may authorize follow-on production by submitting a written determination that the experiment succeeded and will be fielded. - Companies that build prototypes can get a quicker path from experiment to production because follow-on contracts or transactions may proceed without standard competition when a command certifies success. - The statute explicitly adds authority for modified items and prototyping and does not introduce phase-ins, sunset dates, or extra oversight beyond the combatant command’s written determination, so the expanded powers could be used broadly and immediately.
