## Summary

**Prohibits U.S. assistance to countries that oppose the United States at the United Nations.** It ties eligibility for U.S. foreign aid to how often a country votes with the United States and creates a narrow exemption process for major leadership changes. - Countries that vote against U.S. positions would be barred from receiving U.S. financial or material aid. This explicitly covers the Economic Support Fund, International Military Education and Training, and Foreign Military Financing, and applies to aid routed through international organizations or nongovernmental entities. - The bill defines "opposed the position of the United States" as a country voting the same as the United States less than 50 percent of the time during the most recent General Assembly session, using the methodology in the required annual report. The law would take effect when the report required by section 406 is submitted, the one due by March 31, 2026. - The Secretary of State could grant a temporary exemption after a fundamental change in a country's leadership and policies. Any exemption ends with the next required report and must be reported to Congress with an explanation.
