## Summary

**Would block federal contracts with firearms dealers that ATF links to rapid "time-to-crime" traces.** It would make the ATF publish a list of those dealers and stop federal agencies from buying from them, with a narrow national-security waiver. - Dealers: A licensed dealer would be designated "covered" if, in at least 2 of the 3 prior calendar years, ATF traced at least 25 firearms to the business with a time-to-crime of 3 years or less. This triggers public naming and procurement limits. - Federal agencies: Agencies would be prohibited from entering contracts with covered dealers for the current calendar year or either of the two preceding years. The procurement prohibition would begin 180 days after enactment. - National-security waivers: The Attorney General could waive the ban for a specific contract if the Secretary of Defense or the Secretary of Homeland Security requests it to protect national security. The Attorney General must promptly notify the chairs and ranking members of the House and Senate Judiciary Committees and may submit that notice classified. - Administration and timing: The Attorney General, acting through the ATF director, would publish the initial covered-dealer list no later than 120 days after enactment and then update it annually. The bill relies on the ATF National Tracing Center and the time-to-crime metric to determine coverage status.
