## Summary

**This bill would target the flow of money to the Taliban by making the State Department build and carry out a policy to discourage foreign governments and nongovernmental organizations from financially or materially supporting the Taliban.** It pairs that policy duty with detailed reporting requirements on U.S.-funded cash programs in Afghanistan and on the Afghan Fund and central bank ties to the Taliban. - U.S. foreign policy overseers and Congress would face new deadlines and oversight. The State Department must develop a strategy in 30 days and begin implementation in 60 days, and the bill defines four congressional committees whose approval is required for actions under the law. - Foreign governments and nongovernmental organizations would be explicit targets of U.S. opposition when they provide financial or material support to the Taliban, and the U.S. would review U.S.-provided assistance to entities that have given such support. - Afghans and anyone running cash assistance or the Afghan Fund would see tighter transparency and safeguards. The bill would force a report on U.S.-funded direct cash assistance covering Aug. 1, 2021 through enactment plus 30 days, including partners, recipients, payment methods, hawala (money-transfer) use, and safeguards against Taliban access. It also requires standing reports on the Afghan Fund and any Taliban influence over Da Afghanistan Bank, board structure, disbursement rules, verification, and controls to prevent diversion of funds.
