## Summary

**Expand federal financing and technical assistance for clean, drinkable water on Tribal and Native Hawaiian lands.** This bill would create definitions and a whole‑of‑government approach to speed up water and sanitation projects, expand USDA rural development loans, grants, and technical help for Tribal and Native Hawaiian entities, broaden Indian Health Service sanitation construction to include non‑commercial community buildings, and require sustained support for operations and maintenance. - Tribal families and communities would gain more access to funding and technical assistance for drinking water and sanitation projects, with priority for the most in‑need facilities. - Native Hawaiian communities and Native Hawaiian organizations would be explicitly eligible for USDA rural water and waste funding and technical assistance, including expanded resident eligibility and waived matching requirements. - Projects must receive operation, maintenance, and sustainment support for at least five fiscal years after completion, and the Bureau of Reclamation’s Native American Affairs technical assistance program is authorized at $18 million per year for FY2026–FY2030. *It would increase federal spending by authorizing new appropriations, including $18 million per year for FY2026–FY2030.*
