## Summary

**Extends child support obligations to cover the pregnancy period.** The bill would require states to allow a pregnant parent to request support beginning the month a physician determines conception occurred. - Courts could award retroactive payments and enforce awards even when paternity is established after birth, giving pregnant parents a path to collect past support. - Any step to establish paternity of an unborn child would require the mother's consent and must not be taken if it risks harm to the unborn child. Courts would set payment amounts after consulting the mother and considering the best interests of the mother and child. - States would enforce unborn-child support under existing child support rules, and federal waiver authority for experimental projects would be narrowed so such projects cannot modify these unborn-child provisions. The changes would take effect two years after enactment and apply to federal child support payments for calendar quarters beginning on or after that date.
