## Summary

**States would be required to reimburse the Department of Defense** for costs when federal forces deploy to handle civil disturbances tied to a State or local government's refusal to cooperate with lawful federal immigration enforcement. The bill would define which costs are reimbursable, set a public process for finding noncooperation, and allow grant offsets if invoices go unpaid. - States and local governments: Governors would get invoices for deployment costs and must pay within 180 days. Reimbursable items include temporary duty travel and per diem, lodging and meals, and transportation of personnel and equipment. - Federal government and taxpayers: The bill creates a recovery mechanism so the Department of Defense could recoup those deployment costs. If a State misses payment, the President could rescind one or more discretionary grants after consulting relevant officials to offset the shortfall. - Department of Homeland Security and the Attorney General: The Secretary of Homeland Security, in consultation with the Attorney General, would issue a public determination that a State or locality materially hindered immigration enforcement before invoicing proceeds.
