## Summary

**Would consolidate VA construction, leasing, and acquisition under dedicated leaders to streamline facility projects and contracting.** It would create a single chain of command for planning, capital investment, leases, repairs, maintenance, and procurement tied to major and minor medical facility projects and leases. - Would centralize all planning, design, construction, leasing, repair, maintenance, and equipment procurement for major and minor medical facility projects under the Director of Construction and Facilities Management (CFM). This aims to coordinate projects and leases across VA medical sites. - Would move employees who handle construction, leasing, and related functions from the Veterans Benefits Administration, Veterans Health Administration, and National Cemetery Administration into CFM and require a regional structure aligned to Veterans Integrated Service Networks (VISNs) where practicable. Regional directors for acquisition, logistics, and construction would be career-reserved positions and may be selected from current VA staff. - Would consolidate acquisition, procurement, and logistics under the Chief Acquisition Officer and set entry-level hiring targets for acquisition internships: by the first fiscal year after enactment annual participation must be at least twice but no more than four times the 2025 level. VA must report within 90 days on using 38 U.S.C. § 706 to grow the acquisition workforce and within 390 days on how the regional consolidations are implemented.
