## Summary

**Creates a new whistleblower incentives and protection program** in the Consumer Financial Protection Act to reward people who bring original tips about consumer finance violations and to strengthen enforcement capacity. It also increases the Bureau's funding ceiling to give the agency more resources for investigations and awards. - Workers and insiders who report fraud would be eligible for monetary awards when their original information leads to successful enforcement. Awards must total between 10% and 30% of collected civil money penalties and the minimum award for smaller penalties is the greater of 10% or $50,000. - Consumers would likely see stronger enforcement and deterrence because awards come from a dedicated penalty fund and the Bureau can use rulemaking, confidentiality protections, and appeals to manage cases. - The Bureau and enforcement partners would get more resources and clearer rules. The bill lets the Consumer Financial Civil Penalty Fund pay whistleblower awards and raises the Bureau's statutory funding ceiling, changing the multiplier used in the funding formula. *It would raise the Bureau's statutory funding multiplier from 6.5 to 12, increasing the agency's funding ceiling.*

- Cash rewards for consumer whistleblowers: benefit, high. If enacted, the bill would create a CFPB whistleblower award program. You could get cash if you give original information that leads to successful enforcement. The change would take effect upon enactment. It does not itself appropriate new money, so any extra enforcement or programs would need future spe…
